if just going by his physical attributes, he is only as fast as an trained sprinter but he can maintain that speed indefinitely. he can lift about 150kg, not much. But if we talk about his skills, he is low to medium street level. He can't defeat cap but he can take out human level villains and heroes because of his skills. So, not much strong at all rn. After evolution, he will gain some magical skills, which will make him surpass cap, not in physical aspect but in skill aspect.
