I'm kinda with OP, it's a slog to read through these long monotonous descriptions... I like setting the tone and atmosphere as much as the next guy, but not when it slows the pace of the story to a crawl. You're leaving readers with three options, continue reading the descriptions to stay in the story, skip past them to things of substance, or push them to abandon it all together. For me good writing is primarily in how succinctly you can convey your meaning. Plus, for fanfics, in a universe most of your readers have already experienced, describing every nitty gritty detail is unnecessary.
