Their paths intersected when they were discovered by the seasoned speedsters, Quicksand and Velocity.

He was a skilled thief, assassin, and formidable fighter. Judy West, a highly trained detective in Vill-City, was tasked with handling his case. She had the responsibility of returning him to his cell each time he managed to escape. To Ben, Judy represented a significant threat, and he harbored intentions of eliminating her after taking down Judy's partner.
