They entered it to see dozens of people coming and going. Lex saw many Runners doing business as the association's staff tended to them or ran around doing something else.

Lex and Silika approached one of the counters, and he handed over the piece of paper the emperor had given him. When the older man saw it, his eyes widened in shock, but he quickly registered the quest to Lex.
