The Rulers were obviously snobbish and selfish people. They only sucked up to those more powerful than them and would oppress those weaker than them.
As for the Archers, they are just a little bit weaker or even equate their strength. So the Rulers' attacks towards the Archers were little or no.
All over the military bases, this class only had students from the Rulers faction. The few students who would choose it would be threatened, beaten and oppressed until they gave up.
Only the strong hearted ones would persist until the end. In worst cases, death would be registered.
But for Arthur, he wouldn't take in the oppression and humiliation without doing anything.
