In the middle of a purplish-golden space in a massive building resembling Roman temples with a giant throne at its center sat an enigmatic figure that couldn't be seen clearly.

This god was one of the most powerful gods in existence, and he had just woken up from a long slumber. He asked his servants how long he had been asleep and what the other gods were doing while he was gone.
The most powerful divine servant under him answered, "My lord, you have been resting for three million years. Most of the other gods were also resting like you, but a few of them came up with a new thing called systems and sent them to mortals to inject entertainment into their long lives."
That sparked the god's interest, and he decided to try it to see for himself what was interesting about these so-called systems and why they were entertaining.
So he raised his hand and, with his divine power, willed for a system to be created. The system was set to be one of the most powerful systems in existence, just like its creator. He then set the system's rules to suit his desires so it could amuse him.
Before sending the system out to its fated user, he decided to let it have a spirit and changed its core from a single purpose to being versatile and capable of affecting the world its user is in. Then, he sent it to a different reality where extraordinary powers were not possible.
This is how the Empire System was created and sent to its fated user, with the ability to help him or her create an empire of success in whatever way they so desired.
