The people of the town had long been deprived of such things, the innkeeper and his brother-in-law made things difficult for them so often that they have long forgotten what kindness meant and to make things worse those who were slightly better than the poor people of the town also followed the example which was set by the innkeeper and his brother in law.
One of these people was the butcher of the town who bought pigs from the village which was next to their town at a low price and then sold it to the people living in the town at a high price, the people in the town wanted to go to the village to buy meat as well but the fee of ox cart was not low and they could not afford to pay double the prize to buy something which was half of the fee of the ox cart, thus they could only lower their heads and accept the unfair price.
