Almost all of them are Level 2 and some are 3 but since I still dont trust the "Leveling" system...I evaluated them myself and that's that.

Magic is different from skills alright?...They can use skills even if they're compatible with a different element... In weapons, you can use it, but it'll use some more mana but if it's your own skill then yeah ofcourse you can use it, it's your skill...

That's why Riah won't be able to use her scythe<skill> since her level is low and her mana is not enough yet...But magic doesn't use up mana, instead they use up the energy from the surrounding...
