RA 9: National Road and Bridge Infrastructure Modernization Act

Section 1. Title

This Act shall be known as the " National Road and Bridge Infrastructure Modernization Act of 2024."

Section 2. Authority and Standards

The Reichland government is authorized to establish and enforce standards for road and bridge infrastructure, including safe design, construction, regular maintenance, inspection, and funding mechanisms for repair and new construction.

Section 3. Infrastructure Categories and Standards

This section shall define categories of road and bridge infrastructure to be standardized, including bridges, tunnels, urban and rural roads. Specific standards for design, construction, safety, maintenance, and inspection shall be detailed.

Section 4. Funding Mechanisms

Mechanisms for funding road and bridge infrastructure, such as grants, subsidies, and public-private partnerships, shall be outlined to support construction and maintenance throughout the Reichland.

Section 5. Operation and Maintenance Responsibilities

Regulations for hiring, oversight of personnel (e.g., construction crews, engineers, inspectors), reporting damage, and requesting maintenance shall be established for road and bridge infrastructure.

Section 6. Safety and Accessibility Standards

Standards for safety and accessibility on roads and bridges, including guidelines for pedestrian and vehicular safety, safety signage, and lighting at intersections and ramps, shall be established.

Section 7. Water/Sewer Infrastructure Regulations

Regulations for water and sewer infrastructure maintenance, inspections, preventative maintenance, and implementation of new systems shall be established to ensure community and economic viability.

Section 8. Design and Construction Standards for Water/Sewer Infrastructure

Strict standards for materials, designs suitable for climate conditions, and accessibility for individuals with disabilities shall be set for water and sewer infrastructure.

Section 9. Infrastructure Categories and Standards for Water/Sewer

Categories of water/sewer infrastructure (e.g., lines, treatment systems, plants) requiring standardization, with detailed standards for design, construction, operation, maintenance, and reporting requirements, shall be defined.

Section 10. Funding Authorization for Water/Sewer Infrastructure

Authorization for Reichland government funding to modernize and enhance efficiency and sustainability of water and sewer services across the Reichland shall be established.

Section 11. Enforcement of Water/Sewer Infrastructure Regulations

Authority of the Reichland government to enforce regulations for operation and maintenance of water/sewer infrastructure, including regular maintenance requirements, shall be established.

Section 12. Penalties

Violations of this Act shall incur fines:

- First offense: Not less than 20,000 Dollars.

- Second offense: Not less than 50,000 Dollars.

- Third or subsequent offense: Not less than 100,000 Dollars.

Section 13. Effectivity

This Act shall take effect immediately after its approval.
