"I have already designed our new plan for the placement of the reactors, and the improvement of the roads and routes connecting the cities and dark forest." On the projector, the new plan will involve using the huge Holon river as one of the routes. Ferry will be place on the river for tourist and short distance logistics, travelers and merchant can choose to ride Air vehicles or highspeed trains that will cruise along the rivers and water falls from the sea to dark forest. And to avoid beasts attacks and sand storm the rail is not an ordinary rail but a new kind of fiber glass tube that would be suspended above to avoid obstacles, the train would levitate from its track and run in the vacuum tube for smooth and fast ride. And Because the track is above any obstacle, the view will be astonishing for any passengers.

The importance of river Holon in the lives of not only the inhabitants alongside it but also to the progress of Banawe kingdom. It provide drinkable water, fish and plants for food and material, and it's nutrient rich silt along the river that serves as natural fertilizer to the crops. The only problem is there is a limited area to fish and get resources because of threat from beasts living also along the river.

"These projects will ultimately maximize the areas available for extracting natural resources and also regulating the areas that dangerous beasts are frequent. We opt to use methods to ultimately help not only the people but all inhabitants of the Holon river including beasts. I would create a natural sanctuary for them large enough to insure all of the species survival and not interfere with the people." The project have already started and drones begin to search for beasts and tag them. Those who are directly living near people are to be extracted and transferred to the Natural Sanctuary, It aimed to protect not only people but to preserve the lineage of beasts. It brought good news to the people, for many millennia people and beast clash for survival and this will end the suffering that both people and beast have been enduring. The people will have a safe place to progress and the beast will have their sanctuary for their survival, of course it would be monitored by the Kingdom, to protect them from poachers and other threats that would harm their species to extinction.

"A perfect harmony with nature is impossible as our universe is created naturally by chaos but as we have the intellect to at least regulate and control these chaos without harming each other, we create temporary harmony and peace."

The radical change was very intimidating at first for the people of the conquered cities, but slowly they adapt and begin to realize that the majority of them which are poor benefit most from these regulations and laws.

Somewhere in golden city the nobles gather including some rich family and huge merchant family.

"Are we just going to submit and watch as our effort goes into the drain? We must make an appeal of these new laws. It obviously target us the wealthy. If we hold each others hands and fight this, they will eventually concede, after all the flow of trade and commerce would halt, and even if they will confiscate our businesses, they won't have the capability to run it." The nobles, business families and even other rich families have gathered after being mostly affected by the changes, it favored the slaves the poor but they think that it would make the economy collapse and they opposed it.

"Gentleman Roy, what your saying is true but the new government promised that it would be flexible enough to help us maintain our business without affecting our income, but they also stated, that changes would be felt, according to them wealth will decrease its value, its correlation to power will decrease. Merit however will be the new wealth. In my understanding, this merit points could only be achieved by contributing through work, discovery, inventions."

"Does that mean, the taxes we paid will not be included in this merit points.?"

"Ladies and gentlemen...For anyone who don't know me, I am Treveron Malrick II" Interrupted Treveron as he was not amused of the speculations that some of their group is conversing.

"I have read the regulation for many times since it was presented to the public, for the whole two weeks I have studied the basic regulations only and did not dwell to much on the minute details as it would take forever to analyze it." As Treveron said, they listened quietly.

"The actual taxes that we have paid will not turn into merit point for ourselves instead, be divided to all that contributed in achieving such income. Which are the slaves, workers, the administrators and us the owners. But as I have read, the level of gain is dependent on the work, physical labor would be the highest gain while we the owners will have the lowest except if the idea comes from the owner he will gain a one time large gain depending on its impact in the society. Also, these merit gains will change overtime as our economy change as it was stated in the laws. Merit points will equate to social status, from level 0 to 99, and depending on your level you can access places and areas only available corresponding to your level. Also there are level beyond 99, but the information could only be accessed by level 99 citizens." Treveron explained while smirking as many were interested.

"Then what of our experience, our knowledge and the resources we paid to gain the knowledge." someone asked as he could not agree that he might have lower value than a slave if only physical labor is being assessed."

"Yes thank you for asking, I remembered now that age can matter, as a normal citizen without doing anything will gain merit points naturally because just being a citizen under Urza kingdom can gain you points, but that merit points alone will not be sufficient to attain higher level. As for our intelligence, it will be assessed and depending on the level of intelligence we have, we will gain merit points. but it will also apply to everyone, skills, talents, will have the same magnitude. So in conclusion the slave will also gain merit points depending on his skills, that is why slave might equal us in merit points and maybe more during assessment."

"Ridiculous, these low lives equal to us?" Someone shouted in anger.

"It is what it is...The rules actually is well thought and perfect, any loopholes can be remedied easily. It is flexible and transparent and most of all, it is radical. All I can say is our lives will most probably change, might affect us or not but I am sure that it will change the whole kingdom." Treveron said.

"Then, if that is the case, I will just leave this place and live on other kingdoms to enjoy my wealth." someone said, as the others also agreed.

"That is also the first thing that came to my mind after initially reading the rules, but I have read at the end that anyone who relinquished their citizenship will not be able to have the chance to be a citizen in the normal way, instead there will be additional requirements to be citizens again."

"Then I will choose not be a citizen, Damn them. I will not be part of these joke of a government."
