Those laws where basically for making them feel "generous".

The new govern wouldn't dismiss any help to their cause, but since the group who enslaved Shi Sizheng wouldn't let live anyone who could become a danger to them later so they planned killing him in a underground arena.

They nearly succeeded, if he didn't self-killed first after turning himself into a bomb with all production residue he collected from his five years making weaponry, chemicals, and drugs as a slave.
