Chapter 76 Anbu Dares To Hand It Over?

After Akamichi Tifu was pushed into prominence and Inogacho was marked with Tsunade's seal, Akamichi Tifu began clashing wits with them, opposing this today and resisting that tomorrow.

The power in his hands has waned, leaving Koharu deeply dissatisfied. Now that an opponent who constantly criticizes her has emerged, it's no surprise that she can't tolerate it.

Akamichi Tifu sighed.

"I'm saying the village needs to respond, but we should slow down and see how things unfold with Sand Shinobi Village and Iwa Ninja Village first.

"Sand Shinobi Village provoked the war but chose to fight without declaring it, a clear sign they don't want the stain of infamy. Now that the opportunity has presented itself, they won't be able to resist it.

"As for Iwa Ninja Village, there's no need to stir the pot. Onoki has a notoriously bad temper. Perfect."

Akamichi Tifu laid it out clearly: Sand Shinobi Village wanted to avoid taking responsibility, but that didn't mean they wouldn't seize opportunities. This was their chance because Rain Shinobi Village had been manipulated by its leader. Regardless of how the war plays out, as long as there's no official declaration of war, the blame won't fall too heavily.

Meanwhile, Rain Shinobi Village declared war openly against the three major ninja villages, causing a stir in the ninja world. This opened the door for others, and Sand Shinobi Village wouldn't let the chance slip by.

Unlike their urgency, Konoha didn't need to rush into action. Waiting and observing would suffice.

After finishing, Akamichi Tifu cast a subtle glance at Koharu, who was visibly displeased. He sighed silently.

Since his promotion to the role of Hokage's assistant, Koharu's temper had worsened. It wasn't hard to see why. She had previously controlled the medical system, but it was wrested from her under his direction. Could she not be bitter about that?

The logistics department, which remained under Mito Menyan's control, remained unaffected. Unlike Koharu, Mito didn't harbor outright hostility toward Akamichi Tifu—his position hadn't disrupted Mito's authority.

If Akamichi had taken a piece of the logistics department instead of the medical system, Mito Menyan would have been the one in a fury instead of Koharu.

"Hmph, Fatty, you're getting softer by the day," Koharu snapped, unwilling to yield even though she begrudgingly acknowledged Tifu's plan made sense.

Mito Menyan merely smiled, saying nothing.

"Koharu," the Third Hokage interjected, "it's fine to be upset, but don't let personal emotions interfere with work."

He added, "I think Tifu's suggestion is sound. Sand Shinobi Village is clearly eager. Let's sit back and observe for now. And Onoki, as we all know, doesn't have the best temperament."

As long as Sand Shinobi Village declared war outright, Onoki would surely respond aggressively.

The meeting adjourned, and Akamichi Tifu was the first to leave.

Koharu turned to the Third Hokage, still dissatisfied.

"Hiruzen, are you really not going to let Danzo out? That fat man is Tsunade's ally now, and he's a serious obstacle among the higher-ups."

"No," the Third Hokage replied, shaking his head. "Tsunade has made it clear. She won't permit Danzo's return, not even under a new guise. His attempt to assassinate Shigeru by using Hanzo left her deeply shaken."

"But…" Koharu was still reluctant.

Her concern wasn't solely about Danzo's return but about regaining control of the departments within the medical system.

"For now, it stays as it is. I'll discuss the matter with Tsunade later."

The medical system held immense significance within Konoha. Even if the Third Hokage wanted to placate Koharu, there was no other department of equal importance he could offer in exchange.

Tsunade would never give up the medical system unless she was granted control over comparable divisions like logistics, finance, or even Anbu.

However, the logistics department was under Mito Menyan's control, and moving it wouldn't solve anything.

As for finance and Anbu, both were non-negotiable.

Granting Tsunade control of the finance department would expose many of the village's hidden dealings, ruining Hiruzen's reputation. Anbu, on the other hand, could be partially delegated to Tsunade without much disruption.

On the fifth day after Rain Shinobi Village declared war on the three major ninja villages, Sand Shinobi Village joined in, declaring war on Rain Shinobi Village, Konoha, and Iwa Ninja Village.

Iwa Ninja Village, provoked by Sand Shinobi Village, quickly declared war on all three villages.

Konoha, under pressure to maintain its position, also declared war against Sand Shinobi Village, Iwa Ninja Village, and Rain Shinobi Village.

With these declarations, the Second Ninja War officially began.

The three major ninja villages and Rain Shinobi Village committed over 2,000 troops each to the Rain Country, plunging the region into chaos.

Amid the tension, Tsunade met the Third Hokage at a tavern after a long day. The table was set with her favorite dishes and drinks.

Tsunade took a seat across from Hiruzen, poured herself a drink, and downed it in one gulp. Relaxing slightly, she asked, "That old bat's causing trouble again, isn't she?"

Hiruzen chuckled softly, taking a sip of his own drink. "Tsunade, the medical system has many departments. Some can be delegated."

"Oh?" Tsunade raised an eyebrow. "Old man, what are you planning to compensate me with—the logistics department or the finance department?"

"Ahem!" Hiruzen choked, coughing violently. Handing over either of those departments wasn't even an option.

"Anbu. I'm offering you control of half of Anbu," he finally said.

"Anbu?" Tsunade asked incredulously. "Old man, are you feeling alright? You're actually willing to give me that much authority?"

Even with just half of Anbu under her control, Tsunade could wield significant influence and possibly turn it into her own exclusive force.
