Ryu didn't quite know how to respond to this. He had just learned about the Title Stele and it wasn't a prominent, deity-like treasure in his mind like it was for everyone else just yet. So he hadn't even put two and two together until the little woman spoke.
Even so, she said it like it was common knowledge, but Ryu highly doubted that this was the case. If anything, it was likely that only a small number of people were aware, while the rest just assumed the Title Stele was brought out by the Nine Powers whenever it was they so fancied.
The idea, though, that there were still some powers outside the control of those Nine Clans and Sects made Ryu's heart palpitate.
He didn't think that there was a huge shift in power like there was in Sacrum. Dao God should truly be the limit of cultivation. However, that didn't mean that there weren't worlds more powerful than this one.
