Chapter One: The FBI TFI Director

The Attorney General of the United States had directed that the FBI creates an international division with headquarters in the United Kingdom by administrative order 2033. Its mission is to safeguard US interests abroad and bring those who would harm the US to justice.

The order stated that the FBI Director would be in charge of appointing a new director of the FBI's international division as well as forming a task force of elite specialists in their fields to assist the new Director in bringing criminals who will face justice back home to be tried and brought to trial to the full extent of the law.

The announcement of the administrative order sent shockwaves through the US Congress and the White House. They were suspicious about this newly formed division, who would be in full control of it, and why the Justice Department reached this decision autonomously without consulting the President or Congress. Any agreement or treaty took months to be ratified or signed, but the task was completed.

The President, Congress, and the European Union, along with its member states, signed a law enforcement cooperation treaty allowing the FBI's new international branch to handle any criminal investigations involving US citizens in other countries.

With the joint treaty in place, the Attorney General modified the order and requested the FBI Director to consider who might be the most qualified person to lead the newly formed division given their background in law enforcement and their ability to establish the partnership between the FBI and a nation's top law enforcement agencies.

Edmund Norris, former special agent in charge of the New York Office, was the FBI's youngest agent to ever occupy this position due to his outstanding achievements in the field. Edmund Norris became the FBI's first disabled special agent in the FBI's history.

The FBI's Director, Dana Helenson, chose Edmund as a trial candidate to manage the new international division. This was a test to see how he would handle tense collaborations with top law enforcement agencies from other countries.

He has proved his skill in directing field operations, assigning and organizing tasks to his agents, and developing confidence between his team and local law enforcement agencies as a byproduct of his significant experience working at the New York office.

Given that he was so impressionable, a few jerks objected to the decision. They were envious since it had taken them nearly their whole adult life to get to where they were. So how did a 28-year-old acquire the new directorship position ahead of them despite their decades of experience? It was unfair, and they intended to stymie his candidacy.

When Director Helenson discovered this, she reassigned them to criminal investigators and transferred them to other offices around the United States.

"FBI Special Agent Edmund Norris is hereby named as the Director of the FBI International Division in accordance with DOJ Directive 2033," said FBI Deputy Director James Unm.

Those present cheered heartily, most of them were FBI career personnel, some young, some old, but all proud of this young black man. He devoted his career to the FBI, where he handled the prosecution of criminals and terrorists.

So, as the new Director of the FBI International Division, what will he do? Time will only tell. As the International FBI Director, he had already appointed FBI Counsel and longtime best friend James Colbert to serve as the lead attorney between Europol and his new staff.

He has also recruited Ellen Lien, a former Europol Agent and now the head of Europol to ensure that the EU nations are following the cooperation treaty as defined by international law. And now there's just one more group he needed to recruit?
