They all need to be made by someone originally. So for a Rank 2 Warrior Skill, it would require a Rank 2 Warrior to fully devote themselves to practising.
And even then, it depends on their own comprehension. Perhaps they die before they even start producing a warrior skill .
Who is willing to waste their limited lifespan to develop skills? After all, a Rank 2 Warrior only has a little more than a thousand years if they have no injuries.
This isn't including the potentially centuries or less of practice that they have to do.
And even if they create it, who says they are willing to share it? Maybe they destroy it after learning it themselves.
This leads to an extreme scarcity of Warrior Skills. And for Samuel, who's mostly fighting against Rank 3 warriors and below has even less of a chance to find any.
After all, Families likely have people dedicated to studying skills, but the planes that Samuel occupies rely on Rank 2 Warriors as their main combat power.
Samuel obviously told some of his warriors to create Warrior Skills, but he found their talent was just too poor.
His Low Rank 2 Warriors estimated it would take a couple hundred years to touch the surface of a skill.
Of course if someone's comprehension was higher then it is possible to complete it quicker, but Samuel has yet to have someone who can figure them out.
While Sarah dived into practising the Warrior Skills, Samuel suddenly received an urgent call on BlueStar.
''Dad, I messed up!'' Samuel heard a panicked voice echo from the phone.
He quickly recognised the voice.
''Arnold? What's happened?'' Samuel sat up straight when he heard his son's voice.
''We are in trouble. Owen accidentally offended the descendants of a Rank D organisation. Now our base is completely surrounded.''
''Huh? You're surrounded?'' While Samuel was listening he had already sent out his warriors.
Immediately when he heard his son was in trouble he had mobilised the Dark Guards. 2,000 Warriors were sent out immediately with EG2 leading them.
In Samuels opinion that should be enough to compete with the troops.
''How many people are there? What are their strongest power?'' Samuel spoke quickly. He himself followed along.
Although he didn't want to show up as it would draw attention to the fact that his sons had made an organisation, it is enough to be there to protect his sons just in case.
''Around 1000, and we don't know the strongest ones. But there are at least 2 Rank 2 Warriors here.'' Arnold hurried to report them, his voice not changing from its original panic.
''Don't worry I have sent some warriors. They should be there in less than an hour. How did Owen offend them?''
If it was his son's fault then he can deal with the attackers and then send some resources to apologise. After all, fighting a Rank D organisation isn't an easy thing.
''Well there was an auction in the city, and a strange book came up. We thought it was valuable and could've been a warrior skill so we bidded a lot on it.''
''Just when we thought we were going to win, someone from the Rank D organisation HiveTriad outbid us. But this just made us more determined to win, so in the end we doubled it and won.''
''After they came up to us and threatened us to hand over the book, they would take it. Owen wasn't willing to hand it over which led to this.''
Samuel heard Arnolds story, and his mind moved quickly. Wasn't this the typical protagonist template? But his son was the protagonist here?
And the Descendant of the Rank D organisation is like a villain.
''System why is this so much like a protagonist? Is it because of my luck increasing?'' Samuel voiced his concerns.
[Yes host, although it is unusual that your son's small amount of luck attracted attention it is a natural occurrence. The organisation's luck condensed into the 'Villain' as you call it, and they will attempt to draw the luck from other people and organisations.]
''So that's why they don't send their children out? And why Arnolds being targeted.'' Samuel quickly understood.

Suddenly Samuel realised why the SeaLife Organisation and the other Rank D organisation spent so much money training the two descendants who fought a couple of rounds against each other.
The SeaLife Organisation would've lost luck while the other gained some!
While Samuel was figuring it out, he had already arrived at his son's compound. It was relatively small, they only had around 600 warriors between them.
But Samuel saw densely packed figures surrounding the compound. All the city buildings had warriors standing on top and Mortal police were blocking off the area.
''Give up the book! This will cause losses for both sides.'' When Samuel arrived, his Dark Guards hid in the areas outside of the blockade.
At any moment they can jump forward and attack.
But he heard a warrior floating slightly in the air shouting at Samuel's two sons standing above the wall.
''Bah as if we will hand it over after you guys come all the way here.'' Owen held a disdainful look on his handsome face as he shouted back.
Samuel heard it and nodded slightly. If it was a stronger organisation, maybe he would persuade his son to give up the book.
But if the book is worth the attention of the Rank D organisation, it isn't worth giving up so easily.
Although Rank D organisations often have a deep background, Samuel doesn't think he is so far behind.
''Don't want to make it easy huh? Fine. Warriors prepare!'' The man stood ahead and shouted aloud.
The Warriors behind him immediately drew a variety of weapons.
On the wall, Owen also waved his hand. The hundreds of Dogs of War quickly pulled out their weapons.
Suddenly all of their Spiritual Energy burst out into the sky. From just a glance, it is clear that the HiveTriad auras are stronger than the Dogs of War.
But it wasn't too different. With the resources brought in from an entire organisation. Arnold and Owen have managed to strengthen their warriors massively.
Maybe the only ones who can compete are Samuels Heroine Concubines and Lily!
