Bob frowns on Captain Rogers's comment: "Sir! That wouldn't make sense. Because Shannan already called 911. I mean, calling 911 is calling the cops. I am sure she just wanted to get help. But she must have soon realized 911 might send cops, which then means cops will protect her attacker. The fact that she freaked out when the neighbor offered to call cops is a good indication that dirty cops were behind this."
"I want to agree with you, but this will never be regarded as real evidence." The Captain says.

"But anyway. Shannan ran away to another nearby house. This house owner called the police at 5:22 AM. When the police got there, they couldn't find a trace of Shannan. She vanished. That is why we can never say for sure what happened."
