Chapter 206 "First High Council Meeting"

As Green stood there, bewildered, another figure enveloped in mist emerged from a different direction.

Despite the obscured features, Green recognized the body shape and realized it was Cedric.

What puzzled him, however, was why Cedric, who was walking behind him, appeared from a separate direction.

Seated at the round table, Cassandra, her features still concealed by the mist, spoke, "You are late!"

The voice that emanated from her was notably different from her usual tone, now resembling that of a girl.

Even though Green and Cedric knew it had to be Cassandra, her voice alone was insufficient for them to identify her.

Cedric quickly clarified, "We thought you hadn't arrived yet, so we waited at the door for a while!"

Astonishingly, the environment seemed to have altered everyone's voice, as even Cedric's tone had been transformed.

Following Cedric's lead, Green and Cedric found seats and mimicked Cassandra, placing their identity cards on the table one after another.

Observing their reactions, Cassandra nodded in satisfaction before proceeding with her explanation.

"This Room of Requirement is the result of numerous trials. It's the most suitable for our needs. To open it, you just need to meditate in the corridor and think, 'I need a conference room that can conceal everyone's identity.'"

Cedric and Green both nodded, understanding the instructions.

"Well, truly befitting of someone that will be on Wentworth's side one day!" Green said with a big grin on his face.

Hearing this made Cassandra blush and made her blank for a moment before she snapped back.

Cassandra continued, "I called you here today because there are a few things I want to discuss with you."

Anticipating their questions, Cassandra preemptively addressed the first matter, "The first thing is that I propose establishing the Secret Hallow High Council. The three of us will be members of this Council, serving as its governing body."

Upon hearing this, Green chuckled at first but swiftly composed himself, adopting a serious tone. "Apologies, Cassandra, I'm professionally trained, so I don't usually laugh. But this thing right here takes the medal!"

Cedric added, somewhat resigned, "Cassandra, isn't this unnecessary? Right now, we're the only three members of the Secret Hallow. Who are we even looking after?"

Due to the obstructing fog, Green and Cedric were unable to discern Cassandra's current expression.

However, the mist around Cassandra appeared to shake violently before settling down.

After a brief pause, Cassandra spoke again, "Firstly, refrain from calling me Cassandra here. Please address me as the King of Hearts. Now, onto your question, King of Clubs."

"Let me detail the powers of the High Council. Firstly, the Council possesses the authority to propose and review new members. The addition of any new member necessitates the consent of over two-thirds of the Council. That's the first point."

"Secondly, the Secret Hallow Elders have the right to convene members for a meeting at any time."

"Thirdly, the High Council of the Secret Hallow is empowered to assign tasks to its members."

Listening to Cassandra's explanation, both Cedric and Green nodded in acknowledgment. Cedric then inquired, "King of Hearts—or Heart K now, do you already have a goal and plan in mind for inviting new members?"

Cassandra nodded slowly in response, adding, "Yes, this leads me to my next point. I've identified a promising individual whom I wish to bring into our Secret Hallow. I'd like to hear your opinions on this matter."

Upon hearing Cassandra's words, Green couldn't resist asking curiously, "Let me guess, is it Harry? Harry Potter!"

Initially brimming with confidence, Green was taken aback when Cassandra shook her head slowly, refuting Green's assumption.

Seizing the opportunity, Cassandra spoke deliberately, "Harry is still in his trial period. I discreetly observed all of your actions in the basement yesterday. I'm sorry, except for Harry's bravery, nothing else surprised me."

"Courage is a fundamental requirement for joining the Secret Hallow, but it alone is insufficient as a reason for his inclusion. You can propose his membership, but I won't agree."

"In fact, there are other students that might surpass Harry alone in that aspect, but let's leave them be for now." Cassandra continued.

Upon hearing this, Green found himself at a loss for words.

He refrained from suggesting Harry's inclusion in the Secret Hallow, as Cassandra had made it clear that her approval was not guaranteed.

Cedric, too, refrained from making a similar request.

Despite Harry's fame, without his commitment to Snape, Cedric and Green might not have paid much attention to him.

"Then are we looking for someone smart? A genius perhaps that could help us plan stuffs in the future?" Green inquired.

"Genius? Does the Secret Hallow lack talent? Which of us here is not considered a genius by the other students in Hogwarts?" Cassandra questioned, emphasizing the exceptional qualities already present within their group.

To be candid, the three individuals here possess more formidable talents than Harry. Their prowess at the same level is a topic of conversation.

Cassandra, in particular, stands out as Wentworth's contemporary.

Although they haven't engaged in direct competition recently, both Cedric and Green were sure if given the chance to rise to the occasion, then Cassandra could pass Wentworth in terms of skills.

This is evidenced by their first-year Defense Against the Dark Arts class, where Cassandra emerged victorious in their sole public duel.

Thus, when Cassandra declared her disagreement with Harry joining the Secret Hallow at present, Green and Cedric tacitly acknowledged that Harry currently lacked the qualifications for membership.

Upon learning that Cassandra wasn't referring to Harry, Cedric inquired with curiosity, "King of Heart, if not Harry, then who are you talking about?"

Without hesitation, Cassandra responded, "Draco! Draco Malfoy!"

Cassandra's choice surprised both Cedric and Green, but they refrained from questioning her decision, confident that Cassandra would provide an explanation.

Indeed, Cassandra continued with her explanation, "I suggest Draco for several reasons. First and foremost is his individual prowess. His performance last night was exceptional. Using Levioso, a spell not commonly mastered by first-year wizards, although we know that he was guided under our JoKer, but it still shows his capability as a strong wizard!"

"Secondly, I appreciate his intellect. When Draco realizes his spells are ineffective against trolls, he cleverly redirects his focus toward Harry and Ron, achieving a favorable outcome. I have a preference for wizards with sharp minds."

"Thirdly, I consider his family background. Although I don't endorse pure-blood ideology, and while the Malfoy family is wealthy—acknowledging that JoKer is not short of funds—there's one aspect of the Malfoy family that intrigues me."

Cassandra paused for a moment before revealing, "A seat on the school board."

Green and Cedric looked at each other momentarily, lost for words on how much they admired Cassandra upon hearing her plans.

They weren't expecting that she was thinking that far ahead.

Considering Draco's father, Lucius Malfoy, is a current member of the School Governor of Hogwarts, Cassandra would love to exploit his influence on helping out Secret Hallows' interest in the future.
