The second part of the new plan is about improving the urban infrastructure of Moscow and Petersburg.

This includes the city roads, sewerage systems, and water and electricity networks.

Of which, Moscow is allocated a budget of one trillion Rubles and Petersburg five hundred billion Rubles.

The third part is something Wang Ye had proposed before to address the housing issue for young professionals in big cities, specifically Moscow and Petersburg.

That is to construct affordable rental apartments!

This part of the budget is five hundred billion Rubles, with four hundred billion allocated to Moscow and one hundred billion to Petersburg.

This is also because Moscow indeed has a large population, and because the cost of living and rent here are relatively high.

In Petersburg, however, the prices of goods and housing are quite a bit lower, and the problem is not as severe.
