The very same thing happens with manipulators, as bad as they are. There is something you can give them praise for. Someone that manipulates someone else, that person mostly is incredibly intelligent if he didn't blackmail the person or enslave him. As most criminals and war veterans, you can't live off just being there for the sake of being there. They are smart, they are cunning, and they will always do everything to destroy a belief that might hurt their connection with the entire country of people.
