I know that Tsunade is worth more, but Kazekage also can't just disregard his subordinates and potential successor.. Tsunade is worth the price only cuz 2 sapling didn't have time to grow. We know what they would turn out to be if they had time. Both were Kage level shinobi.. if you look from this perspective then I do say that they are a lot more valuable then Tsunade, especially for Sand village where resources and talent should be valued far higher then in Konoha.

Are you dumb? Her fear is much bigger then something like afraid to be hurt.. she fear the pirates themselves. Violent reckless men that attack and plunder to sate their desires.... In her case the logia powers will not help her much. Reread the way she behaved on the ship when they only picked her up. She fears the 'concept' itself. Just the knowledge of them being pirates was enough to keep her shaking for a few days. And that's with a friendly group that actively took care of her to dispel all her worries and she still freaked out all the way. The are likely to be no other courses to being with.. you're over thinking here. Just the name of the scroll 'forbidden just scroll' implies that those justu's are fully restricted and collected in a single place that is protected by the Hokage and is placed under fuin seals. Once it was verified that scroll wasn't tampered with and it wasn't a leak from the official(the only) source then the situation should have been defused instantly. I mean it would still remain an issue, don't get me wrong. But at the same time it shouldn't be on the same scale as now - his family judged for treason, he himself is being on trial..
