If you need a reference for werewolf powers and the hybrid form, search for ‘Beast Monarch in Solo Leveling’ and also ‘Muzaka in Noblesse’. Their abilities and images can be a good reference. Additionally I would suggest that when we approach closer to the avengers timeline, you give him the same exoskeleton upgrade as you did in the previous story. I know you want to focus on the werewolf powers more but think abt it, as a reincarnated person you would obviously want every advantage possible especially considering the world ending threats that are coming.

Quake , Yelena, Jessica Drew (make her a Hydra Experiment who you rescued, it’s a similar thing in the comics) , Cable (Nathan Summers) ( Just make him a traveler who came to your universe after his was destroyed and you took him in. Give him technopathy and forge’s abilities) These are the few creative ones I guess

Personally I think you can have any of the following characters, just give them a suitable background since you’re not including mutants in this world: 1. Jean Grey 2. Natasha 3. Wanda You can use these 3 and just give him a redhead fetish lol. Others options are , 1. Ororo (An avatar of Gaea) 2. Emma Frost (Business women who he met and you can create a hellfire club too) 3. Selene Gallio (She is an immortal sorceress) 4. Amora the enchantress (You can say he met her while she was visiting earth or something)

Personally I don’t think it matters at what point in time you start the story. You could cover the World War 2 events in small flashbacks and include relevant stuff as you’re writing. The issue was that the story felt like it was progressing too fast without much context. Like all these relationships the character has without much depth and explanation. Kara as an OC is fine but you haven’t explored her character enough for us to understand her. Natasha seems a little out of character too. You are moving through the plot without much character interaction and story progression. Iron man arc in 1 chap. Hydra defeated in 1 chap. Hulk arc in 1 chap. Atleast make the chapters longer and go more in depth to the plot if you want to do less chapters. Your concept is good , personally I like the idea. It’s always going to be hard to write a story abt Logan without mutants because that’s who most of his interactions have canonically been with.

Great Concept. Something refreshing. Maybe slightly longer chapters tho? Because story doesn’t progress much otherwise short chapters feel like story has no depth and just speeding through plot

Definitely my favorite story of yours. Hope to see more POVs and their thoughts abt David. Also maybe more narrating the mental hurdles David faces. I mean he had a past life in which he could talk and be normal and now suddenly he can't do any of that. naturally his depression regarding his circumstance would be more severe but maybe controlled. It would be normal for him to repress these thoughts and his sadness but maybe once In a while feel overwhelmed. Like his thoughts on being a burden to his sister as she always has to take care of him and can't live her own life, his thoughts on maybe not being able to fall in love cause he can't talk, other heroes being maybe scared or looking down on him. These are things that you can consider as reasons for his depressive thoughts going forward. A person battling these Demons constantly throughout their journey instead of using one arc to overcome all his challenges seems more realistic. Anyways loving everything so far and can't wait for more!
