I recommend starting with a new MC. And a more popular setting like worm or dxd so that more will enjoy and understand it. Though I would stick to more target rich settings.

A Maybe instead of or in addition to being turned into a psyker he is given the knowledge to preform the genetic mutation so as to spread it in his empire. It would be a good place to introduce the scientific development and/ or r&d of his empire into the story.

This was a nice idea and good for a outline but this shouldn't have been posted like this. I don't want to give too much criticism solely because this is just an outline for how to flesh out the story later. The plot development as of chapter 10 should have been around chapter 150 minimum given that they were all around the same length. I hope to see this story reposted sometime so I can see it's true potential fulfilled.
