People often like to take stupid company decisions at face value. A seemingly stupid move, such as enforcing a return to office policy, is actually an extremely good way to fire a large amount of people. Since they're quiting, the company doesn't need to pay them a firing fee. It also sounds much better telling investors that your company is focusing on increasing efficiency by removing home office options, instead of the reality of not earning enough and needing to fire people.
