Ever since Wil occupied the throne, Guild Hydra, which was originally formed by the merger of nine guilds of Imperials faction previously led by the Scarlet guild, completely stabilized their position in the southern part of Llyne with East Ocean City as their headquarters.
Only the provinces of Zuweth, Evelon, and the northern part of Llyne were left for Starlight guild to develop over there.
With the backing of the Yakuza group-Tojo Clan, they had enough funding to expand their guild further.
During Wil's absence, Hydra absorbed many smaller guilds, recruited several elites, and became the strongest guild in South Llyne, dominating even the Vulture guild's subordinates guilds of Scarlet-A and Scarlet-B, pushing away the Starlight guild from its domain.
If not for the fact that there's a rapid improvement in the strength of the military under the Supreme Commander's rule, they would already try to occupy the cities.
