Declaration to the nation part 1

Max was thinking a lot about what he wanted to achieve. He needed to do so much, and he had so little amount of time. He had a simple plan. He wanted to the next things:

-Create a real strong army. With mages on a mage level and knight on a grand knight level. It will be hard, but Max believed it is not a big problem to achieve it.

-Create a team of blacksmiths and alchemists that are loyal to him. They should be able to create all the products the country needed.

-Settle the citizens around the country so they could live from the land. There was no reason to have nobles with slaves. He wanted people to have a choice.

-Create education system for all citizens. Where everyone will know how to write, read and know basic knowledge about the world. For the ones that want to get further in life study will be the best way. There will be all the program of the school and university in according to the specialization.

-Create citizenship of his country and have control over the people that come in and out of the country.

A lot of people could say that this was really optimistic, but Max was sure it will become reality really fast. It was just a question of time.

Max went to the simulation to think about his plans for the future and he decided to let Valeria to make the major things of the country while he would level up as a mage and increase his alchemy level. He will be accessible to communicate and will exit to say something to the people when it will be needed but he will not do anything major. The only thing he will do is teach a group of alchemists to make the different potions for the country needs. He did not care about anything else for now. He needed to get to a level of high mage and get his mass destruction skills. After that he will really feel safe. A power of a nuke in his hands will be good enough for his enemies to not attack even if they would be stronger. To have a mage that can decimate a town with a skill like supernova that will drop a huge ball of fire from above on the town and burn everything to cinders or cast a frost nova and freeze everyone up to death was not something any country or empire wanted to have to fight against. It will be a nightmare. If you even send an army to go after him, he could just obliterate them. Because of that Max was sure that people with such firepower would be respected enough to not do stupid shit against them. 

He was sure that the forces he created now were more than enough to stop any power of a level one or two countries. Max was sure he had a power of a level five country right now. 

With those thoughts he got at night to Valeria and after causing her to climax a few times in a row and speak a lot of dirty things while he was destroying her in all the ways he wanted. He did it for her to be more cooperative when he told her about he plans. Valeria was happy to comply. She was from a family of a royalty. She wanted to lead. She understood his thoughts. Max gave Valeria the permission to enter his space and to speak with him when she needed him. He did the same for Alisher and Peter. They did not know about this yet. Max also planned to take the stronger and more talented people to help him to operate the gaming club. He had 9100 capsules now. The system allowed him to get a helper for every 100 capsules. It gave them a room on the second floor and 8 hours of day free stay at the gaming capsules. He needed a lot of people now. When he would get all the helpers he needs and see that everything works just fine and then he could go to his seclusion. It will be a long time to be alone with himself. He hoped he would not become crankier that he was already. He did not want to exit after around 700 years of seclusion and after hearing some retarded remark from someone just to obliterate him or her with a spell. He was already feeling like an old man sometimes because of his long life in the simulation, while he was looking like a twenty-year-old young man. 

Soon morning came. Max waited for around 11 am so people will not get freaked out by him at the early morning. Max concentrated and his voice boomed across the capital: "People of Alexandria listen up! It's me, Mad Max! The empire put me as the new king of the country. The new name of the country is Yin Yang. It means balance from the place I came from. As for the cities there will be no changes in the names. Also, there will be big changes happening to our country. We have a great country with a lot of possibilities. Until now those possibilities were not used. For now, I released the cultivation technique for all the population, and you know that I did not lie about it. I will not lie about the changes that will happen in the near future. All people have the possibility to get to a rank of a third apprentice knight right now. If you want to have the possibility to study techniques and get to a higher level, you will need to get into one of the academies or into the army. There will be no more nobles in the country. Everyone will be just citizens. We will get an ID for each citizen. It will give the citizens the special permissions to study the techniques that are free for everyone with the right access level. Outside the palace there will be a new structure for training for all citizens of the country. There will be the ability to use those facilities only for citizens of the country. There are huge benefits for the growth of every citizen if you use it. The cost is generally not high. 1 silver coin of someone that have not reach an apprentice level. 10 silver coins for someone at an apprentice level and 1 gold coin for a knight figures. To make this accessible for every citizen in the best way we will give each citizen an hour a day to train in those techniques in this facility. Do not miss on this chance. You will have access to archery skills and if you pass the test, you will have access for more techniques. Also, each citizen will have to study how to read and write. There will be no exception. The studies will be free of charge. There will be teachers that will be taught the level needed for each citizen and all of the country will have to study. There will be schools open for children to study. The ones that will be good in the studies will have to ability to study how to become a high-level blacksmith or alchemist. All of those studies will be free for the ones that show their hard work and good results. Commoners have the same privileges as nobles. Women will have the same privileges as men. Max did not know but this part of the speech caused waves of uproars to rise all around the capital. People were trying to get their heads around all the information dump Max was giving them. The commoners were happy, and a lot of the parents were looking to their kids with faces that screamed: "STUDY!!!!!"

The nobles were not happy about it. Well, nobles generally are not happy when everyone else are happy. There were big changes that were going to happen to the country. Communism was not something nobles would like. Max continued with the speech he just began. There was some much more things and changes to point out he was starting to have a headache himself.
