What had happened the evening before was something that had taken everyone by surprise. The granary had not only burnt down, but erupted into flames. There were countless injured in the city from the shrapnel that had been sent flying. 

This clearly showed the premeditated aspect of this situation. The explosion of the granary was not only to shorten their food reserves, but to warn them of the greater things in store.
