After Flying into Fu Ying city Duan just walked out of the aircraft, seeing that Duan wasn't resisting the robots just guided him in the right direction.
As Duan was walking to the city hall from a clearing down the street, where the aircraft could land, he noticed that the streets were very clean and while the people were kinda scared of the robots when they came close they didn't seem like they were being treated as slaves, therefore he wasn't too scared that whoever ruled over these golems would accept his terms of surrender.
In a window of the city hall that he was closing in on Duan noticed a man standing next to a very big golem that looked like its sole purpose was to fight, He could also see that they were talking so he focused his hearing to the max, which could easily detect what they were saying as there was no protection against that in such a small city
"Can you beat him?"
[From the looks of it he is only stage 7 so yes Your majesty easily]
"Then it won't be a problem if I met him personally" Yang Chen looked at Odala suspiciously as his power was almost endless, but Yang Chen still

"Your majesty huh" Duan heard this and he now knew that he was the leader of this Group of golems "but, I have to say never seen a golem that is that sentient, nor so arrogant"
When Duan Walked into the City hall that was modeled after the capitals city hall, the robots then guided him up a set of stairs behind the main hall where any laws or military/civil discussions would take place.
"What are your terms of surrender," Yang Chen asked the second that Duan got into the room without even letting him speak or do anything
"Stright to the point huh," Duan thought before replying "My terms are that No one will be executed for any reason, no one will be slaves, and for that, we will cede the state of fire and all the territory passed the Tai mountain range"
Without even looking down at the map that Yang Chen got from the battleground he just rejected those terms "The first, and second terms are acceptable and would happen as long as they didn't break the laws of the steel empire, however only full annexation will be accepted, so either you give it or I take it"
Even though he was going to lose everything he wasn't that mad as he dipped his toes into the game of ruling and he didn't like it very much and he would rather be leading armies into battle than sitting on a throne listening to the constant bickering of the different factions, ontop of all the decision making it was too much for him
"Full annexation it is" Duan let out a sigh with a little smile on his face
"Alright, the first order of business Duan men you are appointed the minister of the Jiuhua region, Your duties are but not limited to enforcing tax collection, the regional budget is spent on what is decided, training of soldiers to protect cities, towns, and Villages, make sure that all the laws in the region are unified, enforced and are corruption free, lastly you are granted the right to create an advisory board if you need it"
Even with his calm demeanor this still greatly shocked Duan as it was never heard of that a leader of an enemy empire is put in a position with real power, just not being killed is a good thing.
"W-Why me" Duan was so shocked that he stuttered on his words for the first time in his life
"Because the people are already used to you being the ruler, so if you are still in control of the territory then there will be fewer people who need to die in rebellions, now you may go you will be a busy man for the next period of time, do your duties and do them well"
After 2 months the tallying of resources gained from annexing the heavenly dragon empire, which would usually only take 30 minutes took 2 months simply because Yang Chen decided to leave a robot at each city to "look after" the city lords, and because he decided to do this to keep the robots in the know he put antennas in between each city so on the robot could contact another this also made sure that if a city rebelled and killed the robot Yang Chen would know instantly
Previously Yang Chen wouldn't have thought to do that instead of just build enough robots to stay in each city but he realized that that is just horribly inefficient as he would be sending more than 50 percent of his armies in just protecting cities this of course will be fixed once he either has space ships were he can just bomb the cites orbitally or when he can just send higher-ranked robots to each city
"If half of the reserve of materials are used on a 50% infantry, 15% gunner, and artillery, 7.5% going to light and heavy tanks while the remaining 5% goes to aircraft of the highest rank,?" Yang Chen asked tentatively
[364 Billion rank 5 Infantry, 94 billion Gunners rank 5 and artillery pieces rank 5, 3 billion light tanks 757 million heavy tanks and lastly 620 million aircraft]
"Are rank 6 or 7 robots available?"
[rank 6 robots are available in the hundreds of millions while the rank 7 is only available in the thousands]
"If I make 100 rank 7 infantry how much would that take from the rank 5 infantry?"
[It would take 100 billion out of production, but that isn't even taken into count that its currently not possible to build rank 7 robots in the factories that we have now]
"Alright build the previously discussed amount of robots while taking out 10 billion infantry for 10 rank 7 infantry, and take whatever you need to build 1 small factory for them out of the other half of resources" Yang Chen replied, "another thing I wanted to talk to you about was building real spaceships, can we do it?"
