A spell can be uttered by every single fairy, whether they had a single ability or not. Some have a consequence when uttered, others wouldn't cause a single casualty whatsoever. Chain Spell is one of them.

Although, this spell is rated average among other prevention spells. It's by far considered as one of the strongest to chain the receiver. The one who receives such a spell would be paralyzed whenever the receiver decides to do something that could harm themselves. They couldn't move a single step until their minds are completely lifted of such thoughts and the only one who can remove the spell is the one who sends it.
