The newly summoned Foundation large base was located in New Mexico, different from the purely underground base in New York.
This new large base was divided equally between above-ground and underground areas. Of the above-ground portion, 40% was dedicated to the weather control weapons.
After arranging a private plane through the New York base, Ethan, along with Skye and Natasha, flew to the New Mexico base.
On the plane, Skye, excitedly watching the clouds outside, was full of questions:
"How big is the New Mexico base? Will we need to undergo training once we get there? Will I receive more specialized agent training? I feel like—"
"More specialized agent training?"
Ethan glanced at her.
Seriously? Black Widow, one of the top agents in the world, could be counted on one hand compared to others. And here, she was being compared to Skye's notion of a less professional agent?
Natasha, however, was not offended. After all, ignorance often comes with bravery.
The three chatted noisily and soon arrived at the New Mexico base.
This time, Ethan didn't bring Coulson and Melinda May.
On one hand, the base's weather control weapons were sensitive; if S.H.I.E.L.D. got wind of them, it could lead to a whole lot of trouble. Unless necessary, he really didn't want to lose S.H.I.E.L.D. as a "freebie."
On the other hand, Ethan was testing Natasha's loyalty to S.H.I.E.L.D. He wanted to see if she would betray him for the agency.
Although human nature can rarely withstand such tests, Ethan still felt the need to check it out due to his possessiveness.
"This base... It seems even bigger than the one in New York!"
From the plane, Natasha looked down at the base and commented.
"This couldn't be the Foundation's headquarters, could it?"
Natasha pretended to be surprised and asked Ethan.
Ethan denied, "No, the New Mexico base is just a rather large sub-base."
As a hacker, Skye was thrilled, looking at the base below and chattering, "Even a sub-base is this big! You still say the Foundation doesn't have an official background—I don't believe it!"
Skye's skepticism was understandable. After all, New Mexico was part of the United States. Building such a massive base here would be nearly impossible without some form of official backing.
What Skye didn't know was that this large base was created from scratch.
Ethan also pondered this.
As the number of Foundation bases grew, Ethan realized that the Foundation needed to find a way to legitimize itself. A vast organization relying on human-supplied resources couldn't be completely independent of humanity.
Politics is the art of compromise.
However, Ethan did not want to compromise with the U.S. government. The Foundation had too many secrets, and any collaboration or interaction with the official world would inevitably expose many issues.
"No! The Foundation must possess weapons capable of threatening the entire world, even the universe. Only then will we gain an advantage in future negotiations and collaborations!"
Ethan was determined.
If compromise was not an option, then the alternative was to wield power!
As long as he had sufficient deterrence, he could force others to constantly compromise.
After disembarking the plane, a middle-aged man with a physique comparable to Sylvester Stallone greeted Ethan at the landing pad.
"President, welcome! I am Dr. S96!"
Ethan gave the man a strange look.
Seriously? A doctor with a physique like that?
Ethan had noticed that the top-level doctors he summoned seemed a bit odd. The former hacker turned S46 doctor had a physique rivaling Black Widow's, while the S96 doctor was a muscle-bound giant.
Were all Foundation doctors like this?
"Hello, Doctor!"
Despite his feelings of oddity, Ethan still greeted him politely.
Shaking hands only intensified Ethan's unease. The doctor's hands were incredibly sturdy, with arms almost as thick as Natasha's thighs.
After a brief conversation, Dr. S96 led them through the base.
"By the way, we've recently contained something very interesting—an SCP that's a bit different from normal SCPs."
Hearing Dr. S96's words, Natasha was both speechless and very curious.
"There are normal SCPs? That's a first for me!"
The notion of "normal" SCPs was quite surprising.
Soon, the three were taken to the base's cafeteria, where they stopped at a peculiar food window.
This serving window had no staff and only a pizza box on display.
Looking at the pizza box, Natasha, as Ethan's assistant, remarked, "We just had breakfast. We can wait a bit for lunch."
