The same exact voice resounded as a response, all his clones though strangely, Konan and Pain were also in the Hall.

What was happening was a meeting to decide the future of the Village of Rain, led by Isaac, or rather, the latter basically took over.

"Let's see, Judicial Reforms... We have to skip this. The people don't have the education level necessary yet," Isaac murmured as he read through the papers before him, "Thus why we will start with Education and Training reforms... Who will be responsible for these?"

"I!" A clone volunteered, "However, I have to remind everyone that we should simplify the runic code for it to be anywhere near digestible to the average person."

"I agree. We've already discovered thousands of runic symbols, with no end of them in sight, and each technique requires dozens to hundreds and even thousands of symbols to work seamlessly together for it to function properly. That's not viable for the average person."

"That's not a problem since a solution is already in the works," Isaac shook his head, "We have already managed to lower the requirement of most techniques to a few to dozen symbols at most at the cost of much less capabilities."

"The curse seal is also completed, so even talentless individuals should be able to use some of the techniques," A clone nodded.

"The common people being able to use some of the simpler techniques should advance Agriculture and several other fields significantly."

"Let's continue," Stated Isaac before his clones lose themselves in their discussion, "Who's going to be responsible for Land Redistribution?"

"I," Another clone raised his hand, "I've already come up with several land reforms to prevent monopolies and promote agricultural productivity."

"What about Economic Diversevation?" Isaac questioned before adding, "It's a big issue in the world, so we need a group to oversee this side."

"I," "I." "Me!" "The issue needs to be discussed thoroughly with the Education side. Encouraging the development of various industries beyond agriculture and ninja services to create a more robust and diversified economy necessitates better education."

"You can discuss it later," Isaac nodded, agreeing with himself, "Something else that requires a group to oversee is Trade and Infrastructure."

"We've already sent dozens of clones to survey the terrain of the country. Once we have an accurate map, we can Improve infrastructure, starting with roads and communication networks."

"Indeed, the necessary infrastructure for the internet to work here should be ready in at most three months. Trade should come naturally after that."

"I will take care of Welfare, although I feel like it's a touchy subject we should discuss. It would be a problem if we gave too much just as it would be a problem if we gave too little."

"Sure, we can run it by the Overseer once it's ready," Isaac nodded before continuing on with the list, "Ninja Utilization."

"I! It shouldn't be too difficult to Shift the focus of ninja activities from combat and assassination to public service, such as disaster relief, infrastructure development, and public safety. At least, it would mean they won't have to risk their lives as much."

"I'm not sure. The cultural impact of the way of Ninjas might be engraved too deeply in their bones, so some may go against this reform."

"I agree," Isaac nodded, "And we should focus on making preventive measures against monopolies. They absolutely must not be allowed. Competition breeds excellence after all."

"What about Military Reforms?" A clone questioned.

"Considering they include Reducing the influence of military leaders in political decisions to prevent militarization of governance, they shouldn't be done now, not until we're ready."

"Indeed, the Villages are basically military camps, changing that right now will spark strong opposition. We should make the transition as smooth as possible."

"Should we script it?"

"Maybe."

"Alright, is there anything I've missed? Any questions or doubts you still have?" Isaac put the papers down before asking.

"I have a question, considering we have just relaunched Eternal News and the degree of changes we will make to this country, it would only be a matter of time before we are discovered."

The Akatsuki was supposed to be an organization that pursued peace, but thinking things to such a degree was never in the realm of possibilities.

Isaac seemed to have already established a framework for a peaceful future world. However, can he establish that framework in reality? Does he have the power to?

"I can make such changes... I am the Daimyo," Isaac naturally nodded, "I've already taken action yesterday. The Daimyo mansion is already under my control."

"Huh?" Konan was stunned. That's something Isaac noticed very early about Ninjas, despite the enormous power they possess, they somehow can never escape their roles as the lapdogs of the Daimyos.

Maybe only the likes of Orochimaru can escape the cultural nature of the world that's engraved in their bones.

"I've already sent some of my clones to filter out the nobles of the Country of Rain, then we can have absolute control over it," Isaac stated, "That should make things much easier for the Plan."
