Warren's recent black technology explosion with the Worthington Group had led to conclusions in the outside world based on the available information:

After all, there is precedent for mutants creating black technology. The X-Men had been able to land and take off from a basketball court many years ago, despite it being just a school.

In the following time, the king took Warren to visit Wakanda's most secret Vibranium mine. The automated mining technology was highly advanced, making Warren want to take it and put it in his recently acquired gold mine.
Then, he was taken by the king to meet some of Wakanda's officials and tribal leaders, although some of them didn't appear to be very friendly.
"They are not unfriendly, but we had some incidents here recently," the old king explained.
"What happened?"
"A despicable thief who stole a lot of Vibranium from Wakanda," the prince answered.
"A thief? So he must have seen Wakanda's technology."
"That's correct."
"I thought I was the first one, but it doesn't matter. Leave this thief to me. I still have some influence in the outside world."
Warren could guarantee this much. Dealing with a thief like a weapons dealer was a piece of cake. He could easily track them down and bring them back to Wakanda.
"I hope I can join you in this matter," the prince said solemnly.
"This?"
Taking a prince out for a random adventure, he should at least ask his dad about it.
When the old king saw Warren's inquiring gaze, he nodded, "T'Challa is the Black Panther of this generation. I trust him completely."
"Well, if you trust him, then I have no objections. But what is the Black Panther? Is it a title?"
"The Black Panther is the title of Wakanda's strongest warrior, passed down from generation to generation."
"That's good. After all, taking a prince out to catch bad guys, I'm quite nervous."

The purpose of Warren's visit to Wakanda had been mostly achieved.
The opening of Wakanda was inevitable. The old king had long been sending Wakandans abroad as infiltrators and students, but Warren had brought forward the timing from the original plot's civil war period to the present.
That's the advantage of knowing what the old king was planning. Going with the flow allowed him to become an official partner of Wakanda.
In the next two days, Warren transmitted the information of a thief named "Ulysses Klaue" back to Overwatch, asking Garrett to find the thief who stole Vibranium as soon as possible.
Then, he discussed in detail with Wakanda about the terms of their collaboration.
Worthington could gain the status of a partner with Wakanda, as well as technical support.
In the outside world, Worthington wanted to create the illusion that their research base was located in Wakanda. No matter what kind of black technology emerged in the future, Worthington's mutant lab would serve as a cover.

And there needed to be overwhelming influence, which required further expansion of the Council of Nine, with the number of members increased to more than ten!
Hmm, the Eight Guardians have nine members, so having more than ten members in the Council of Nine is just normal operation, right?
Once the situation in Africa is resolved, Warren will have to make a trip to Japan.
Yashida is Japan's version of the Locksley Corporation, a super giant involved in various industries. Pulling Yashida into their camp would be a good choice, and he would be the next member of the Council of Nine.
Although Yashida is an antagonist, he hasn't done anything like wanting to destroy humanity apart from deceiving his son and trying to steal Wolverine's immortality. He just couldn't bear to let go of the Noriko family business he built himself, so his power can be utilized.
