The battle on Oxley Island took time to put an end. After all, the people who were fighting for Florence couldn't just back down. It took Dominic's 'friends', Lukas's soldiers, and Interpol to seize every single one of them.
The Reapers didn't join any longer as they also inflicted a huge blow, being sent out to different families for a mission. Although the collateral damages were smaller than expected, the Reapers still prioritized the memorial of their friends.
As this was all happening, everyone accepted Lukas' offer of shelter and security.
