What comes after black tea?

This procedure is well thought out and it's already syncing into motion, there is a specific reason even regarding why the King asked the citizens to not apply on the old businesses.

They don't want random citizens in the old businesses but want to lure in Hajuk paid employees. The Guards are set for a task, to approach these employees and offer double the salary.

Hiring these people will come with a sacrifice, each work place will be over-staffed, and expenses on the business' side will be bigger, especially after considering the offered double salary.

That's the damage in the short term, but in the long run it will bring in a lot of gold since a good portion of private businesses will be wiped out.
