Chapter 52: There Will Only Be One King In This World

"There will only be one true king in this world," he continued, "and the entire world will be his kingdom."

Swain tossed the lifeless body aside and placed it beneath the throne. Using his demonic power, he created a bloody throne in its place.

At that moment, the Noxian Empire was quietly born in the world of One Piece. Swain became the first consul and the visible ruler of this new empire.

Other pirates might have hesitated, concerned about the reaction of other kingdoms after killing the King of Grendel. 

But Swain and his comrades never cared, because they were Noxus.

From the beginning, Noxus had stood against nearly all other kingdoms. Their conquest and expansion would never stop.

The primary reason was simple: the Kingdom of Colombia wasn't a member of the World Government. 

Overthrowing a World Government member state wouldn't be so easy.

Swain and his allies weren't Celestial Dragons, nor did they have the patience to carefully manipulate the people into rebellion like Crocodile. 

The destruction of non-member countries and the deaths of their kings were things the World Government quietly welcomed.

By emphasizing the dangers faced by non-World Government countries, the World Government tightened its control over its member states, keeping them in line.

This fear allowed the World Government to continue collecting heavenly tribute from its member countries, weakening their power.

And what about the reaction of Colombia's civilian nobles after the King's death?
