The only logical explanation I can think of is that the previous owner did train but MC doesn't remember because he didn't get the guy's memories. The reason he got stronger really fast might be because he already had a good physique but just didn't have any techniques, if that makes sense. I understood the reasoning behind the week of training mainly as getting the hang of the quirk ( moving in the warframe, jumping, wallclimbing, sliding) and simulating the warframe leveling system where some functionalities are locked in the beginning and you need to lvl up a bit to acquire them. That's why he had to fight thugs to get experience and that's why he needs to train more. This fits with MHA quirk mechanic where the more you use the quirk the stronger it gets and it can be further developed. Yes his quirk is broken but only if he develops it is similar to deku's.
