So for example if any normal human from Earth just got the Quirk explosion, the first use of it would just blow up their hands realistically. However, why can Bakugou withstand it? Most likely because his body adapted or past mutations from parents and so on, generations of small buffs allowing him to tank it. Look at Endeavor, his quirk is just Hell Flame, but bro can be put Through buildings during hsi fight with the High End Nomu and still not be a human paste, meaning he has strength and durability enhancments elsewhere as well. Another example is Iida breaking the sound barrier, with nothing like a engineered jet to protect him from the wind pressure at all. His skin TOOK that and was still attached to his body. Its all over MHA if you look close enough, so this modifier is more for explaining those aspects and even expanding on them a little bit.
