Super Devil Level Abilities: • They are able to have Insight into the rules and laws of the world. This requires deep understanding and mastery over countless high-level magics. Enemies standing in front of them can rarely hide any secrets. No matter if it is weakness, strength, or anything else, all is laid bare for them to see. Through completely understanding of their opponent they gain following abilities: Exploit: They can exploit laws, extending certain states for longer periods of time or ending it ahead of time. Following that logic I'm sure she finds herself some 'volunteers' that sponsor an eye or two for Haku to better trick others.
But you can not deny that hes not fit to rule. Certainly you can argue that Konoha Was at the peak during his rule, but that was at the beginning. And what happened then Senju mysteriously dissapeared, a S-Rank Shinobi comited suicide, Danzo tried a litteral coup with his root managing to stand in front of him and lets not forget that he abandoned his allies (Uzumaki), let foreign shinobi kidnap a clan heiress and drove the Uchiha Clan to rebell, resulting in their extermination. One can even argue that after that Konoha is no longer the strongest village, but Kumo. In short Hiruzen undoubtly ruled Konoha into ruin. And don't say he didn't know about any of that and that its all Danzos doing, as even if thats true, it only proves my point of him being unfit for the Hokage position.
