Yes I like torture, 😈 just kidding. Back when this part was made, we were keeping Lubbock´s fate in line with happened in the manga since volume 1 here is *mostly* faithful to that continuity aside from new concepts like the Blood Wolves and such.

Team AKARA, you mean? Think about it. At this point in the story, the group has been through world-changing events together (The initial battle against Vesta back at the end of volume 1 and the greater battle against the Scarlet Cerberus being key examples) and in said events team AKARA never did anything other than support Raizo through problems he would've failed to resolve on his own. Meanwhile, Raizo has seen what becomes of the Sapphire Phoenix/Blood Wolves and the rest of the Conclave in the Shatterpoint world in a scenario where they successfully win the war. They'd be just as if not more tyrannical than the current Empire. So any trust that he may have harbored in them before has significantly deteriorated.
It initially adheres to the power system established in Akame ga Kill with the Imperial Arms being a focus through most of volume 1. Raizo initially gains his own Teigu, Indra´s Judgement, an extract type Teigu similar to Esdeath´s teigu but themed after the power to control electricity. However, as the original lore is expanded and newfound means of power progression are unveiled through late volume 1 and into volume 2-- Raizo and other characters inevitably gain new powers and weapons. Not going too in-depth here since spoilers would be required, but the tl;dr version is that since the plot introduces new lore, characters, other worlds beyond the original AGK setting, etc we circumvent the limited Teigu number by expanding on the original power system and eventually introducing new systems and plot elements later on.
