fire is strong against ice but ice is weak against fire. ice magic will be weakened against fire opponents especially low ranking magic which is being primarily used in this war. though a C rank is greatly superior to D and E ranks this situation involves attacks from multiple monsters, quantity can eventually overwhelm those who stand out. when this numerical situation is enhanced with an elemental advantage it can make for quite the difference even if the enemy is of higher rank. The situation is a little difference once we reach B rank and higher given how much stronger they are, the monster stampede in furano is a good example of that. hopefully that clears up some confusion.
when the monarchy is strong yes, but when religious organisations are involved as well as long standing noble houses it can usually, historically speaking become a fierce battle for control. it was common for enemy nations to perform subterfuge, to divide a strong singular power like the monarchy by aiding the ambitions of power hungry nobles thus limiting the actions of the ruling monarchy.
