I think you should make his pokemon all from hoenn as he already lives there and it would be easier for him.to get these pokemon. the only worthy electric type from hoenn is manectrike. I always thought it was cool poke to have when I played the third gen games

lightning rod is an ability that attracts all electrical attacks to the poke with this ability. considering cubone is a ground type and therefore immune to electric attacks makes this an excellent ability for double battles. it does not raise sp attack unless hit by an electric move and evee doesn't have electric moves so it's useless in this battle

that's not how haze works it just removes status changes to a pokemons attribute. for example if Pikachu used agility and got +2 speed change then haze will eliminate that. it does not affect things like paralysis burn or sleep
