The rise and fall of dynasty and an empire, truth be told, Aeryon does not know all of it either. 

There is never one reason. 

Some reason are more prominent but rarely there is only one reason

All he could do is try his best. And the first step he must take against the Yan and the other nation is to break their influence slowly from the Great Steppe. 

This is the first step. Independence of economic activity. Hence, military power must also be accumulated 

"This is not yet the time." If the Steppe have rich people and have companies, then there is many things that could be done. 

For now, the economic aspect of the Steppe is very crude. And even primitive in Aeryon eyes

But he could not just jump through eras like it is nothing. The world has to slowly change so that he could implement some of his more novel ideas

Until the condition would allow it, Aeryon has to work with what he got.
