It may be true that he's no Alpha by blood, still, he's qualified enough to represent the Werewolf King in many governmental affairs.
In other words, every judgment that he makes will be backed by Rego himself.
Therefore, it's important for representatives like him to be impartial at all times.
They were told before they assumed the position that their job didn't necessarily mean they stood above an Alpha. They were just normal werewolves with an exemplary educational background after all.
