However, what surprised them was that there were guards checking passengers at almost all of the entrances.

"The City of Phoenix is relatively safe, so there aren't a lot of City Defenders. The true ruler of the City of Phoenix is the Four Ancient Families." Hector frowned and said, "How could they make such a big scene?"
