Savage had serious enhancements made from scratch normally doing so would take years however on the scale of these enhancements it would normally require the same amount of time that Savage was incomplete. These enhancements weren't meant for him though instead it was meant for certain targets. Savage intended to revive all of the dead lovers of Incomplete Savage and enhance them with this thus bringing them to his level. However due to the passage of time combined with all of the things that happened locateing those indivuals was beyond impossible however it was possible for Savage. Unfortunately pin point accuracy and flawless aim was required one wrong number would ruin the calculations thus it was impossible for even him to do alone. That's where Planet Destroyer comes in with her technology and systems this was quite easy naturally Savage helped with the calculations tragicly there was a mafor flaw in that plan.
