Ok, so, I'm no professional reviewer or anything like that. I'm just a dude who decided to give his two cents on what he read. I've read up to ch 36, so this review will be based off that progress.
Writing Quality: 5/5 - Over the two-three days I've been reading this novel, I haven't really noticed anything that pops out to me saying, "Oh, this is messed up" or "That's misspelled". At least, I can't really remember anything like that, though do note I don't pride myself on my memory so I COULD be forgetting something that's pretty obvious but as of right now, I'm good with it.
Stability of Updates: 5/5 - I came into this novel when there was already a sizable backlog of chapters, but over the few days I've been reading there has been at least 1 chapter released per day.
Story Development: 5/5 - This novel is kind of a slow burn, but not really, but kinda is... if that makes sense? It's not bad, just get that out of the way first, just ... I guess you gotta read it to get what I mean. Haha, I did say I'm not a professional reviewer, so this is what you get from me.
Character Design: 5/5 - I was a bit hesitant on this one. At times some of the characters feel very 'crack-ish' or have themselves be really stretched to what is believable from these One Piece characters. Then I realized that most of the strong One Piece characters are already very 'crack-ish' of themselves. So I just went, "eh, it makes sense". You get to see characters in situations that they would probably normally never be seen in, but yet, they still manage to stay in character and it makes sense. The OC's introduced are believable characters that I could totally see ending up in the actual One Piece canon. The MC is a very likeable little guy as well, at least to me he is, pretty sure not everyone would like him. He's a good-guy type but will kill when needed... he's deeper than that, I'm not doing him too much justice here.
World Background: 4/5 - I honestly can't find too much issue with the author on this. Though be aware I'm not the biggest One Piece factoid guy, but I'd like to think I know enough to catch when something is wrong. The 3 admirals were given their code names before they acquired their admiral ranks, ages of some characters are a bit off and dates don't line up. Nothing really major, just some things I spotted.
Overall: So the short and sweet, should you spend your time on this novel? Yes! It's good, seriously, give it a shot. Here's a reason to possibly get you reading, its a bit of a spoiler though, so stop here if you don't wanna see it... don't worry, I'll wait for a second... still wanna know? Okay then, Buggy gets a girlfriend and loses his V-card before Shanks and the MC. You're welcome.
