The Kazekage's priority was to rebuild his village; the first step was to strengthen their army after losing many powerful ninja during the war; the second step was to end the food shortage, which is why the Kazekage had asked the Hokage if Suna could buy food from Konoha; the Hokage responded in a letter saying that it could be done, and that the negotiation would be done by their advisors.Apart from this plan, the Kazekage had a few other goals in mind, such as having a reliable source of water, altering the landscape into a more familiar one, and having powerful jinchuriki.

Even though the last objective didn't really depend on him, the village still needed a Jinchuriki as it was its greatest strength, but he still had many years before a war could break out, which is why having a strong Jinchuriki wasn't his goal for now, stabilizing the village was far more important.

The Kazekage was aware that he was not the strongest of the Kage, but he think that in a 1v1 battle in the desert, he could force any Kage to withdraw or even win; for the time being, his power will be sufficient to safeguard the Village.
