Each of his targets when he was an assassin had looked at him and pleaded to be spared, but he had to complete the mission and prove to be useful to the organization or he would be considered as a rogue agent and deactivated.
Which means being in the same position as his victims, to be a target and shot on sight. Tyler couldn't have thought of doing something like this without back up and he still believes that Victoria wouldn't be his only accomplice. He can only try to find out.
