Lecturing Hokage

"So cool," Naruto was looking at the Super Saiyan Goku action figure. It is the action figure distributed when Dragon Ball manga was completed. He has drawn four volumes of Dragon Ball Z. He now focuses on training and only draws it when free.

"You can take it if you want," Jojo said.

"Can I?"

"Our company makes this action figure and manga. You can also take manga if you want."

"Thank you, Joatro." Naruto began to jump up and down in joy.

Naruto and Jotaro played for a while. After having dinner Naruto went back. Jotaro also has given Naruto another gift that he doesn't know.

"What should I do now?" His progress has been slow lately. He knew the fastest way for him was to grind but he was getting bored.

"Let's tour around Konoha since I have nothing to do."

"Please tell my grandma I am going out." He said to the nearby maid.

"Let's start with the Hokage rock." He has been there previously but every time he stands there he feels it's different. He slowly walked towards the Hokage rock. He met many citizens of Konoha, who are the same who hate Naruto. They are laughing and talking with each other but show terrifying faces when Naruto is around. One of the things that the Naruto series has taught him is the cycle of hate. If someone doesn't step ahead to take the hate for himself or all others don't put away their hate it will never stop. Naruto who was hated by everyone slowly took away their hate. He slowly replaced the hate with recognition. He had to save the village multiple times for the people to change.

While he was thinking he reached the top of Hokage Rock. He could see the whole village from here. The streets lit by lights could be seen as a path connecting everyone. The houses with bright lights were shining signifying their prosperous life.

"It is beautiful isn't it?" he looked towards the sound. The third Hokage was standing beside looking at the village.

"I had a certain feeling that you would come."

"Oh, Why is that?"

"I just felt you would come because I just came in contact with your weapon of destruction." He said in satire. He can't exactly say that I know because you like brainwashing talented children with the will of fire.

Third Hokage could hear two meanings from his voice. First, he was ridiculing him and second, he didn't mean it. It was quite odd.

"You know if not for two reasons I would have joined Hidden Cloud rather than Konoha," Jojo said.

"What are the reasons?" He also wants to know but feels Konoha is better than Cloud Village. It may be his bias as a Hokage or he thought Jojo didn't know anything.

"First one, I am not going to tell you. Second because it is the ninja village of the Land of Fire. I believe that one must be ready to kill and be killed for one's mother and motherland. They are the ones who raise us. So, it is our responsibility to protect it. And Konoha is the hidden ninja village of the Land of Fire."

"I also know that If I want then Hidden Cloud Village will surely welcome me with open arms because of my Kekkei Genkai and connection with Akimiya family." Hokage could only nod.

"Do you know which is the safest village in the entire world?" Jojo asked.

"Of course it is Konoha." Third Hokage replied. He has the confidence to say it is the safest village. And it is indeed one of the safest villages.

"It is Hidden Cloud Village. Because of its geographical location, it is hardest to invade. The Hidden Cloud Village also has the least amount of betrayals. They are the most united. They also have the strongest security due to the presence of Raikage, Killer Bee and Yugito Nii. They are the most advanced ninja village and have the most stable economy. And the old don't hesitate to sacrifice themselves for the young. Raikage alone faced 10,000 rock ninjas for three days so that he could let the cloud ninjas escape"

"They don't kill their ninja, they don't betray their comrade. They also have the least amount of information in the black market while Konoha has the highest." Jojo looked towards the Third Hokage to see his reaction. The Third Hokage looked towards the village in silence.

"You may be thinking, I am saying all of these with some motives but I am saying these to remind you. Don't you think Cloud Village's philosophy matches ours?" Third Hokage looked at Jojo when he said 'ours'.

"Didn't cloud with other villages once laughed at Hashirama but now look at them and look at us. They are like a village formed by combining the will of Hashirama and Tobirama. They are like wolves, attacking others and protecting their own."

"I have read many reports on Konoha. Konoha is truly a magical place like Onoki says. The genius sprouts like Mushroom but I can see only one here in Konoha, not Kakashi but Might Gai. There are only two Kage levels present here, one is you and the other is Gai. Where are Sanin now? Where is Minato, Kushina? Where is Sakumo Hatake? Could you believe it there were eight Kage level once in Konoha, You, Danzo, Tsunade, Jiraya, Orochimaru, Sakumo, Minato and Kushina. I don't know if there were even more."

"Did you notice? Konoha was strongest when you were Hokage and today weakest when you are Hokage. You led Konoha through three ninja wars and even made Konoha victorious. But, now you aren't like once you were, fighting external and internal enemies. You became complacent. You are now like an old man who needs support to work."

"Even with all of this your mind hasn't opened up let me tell you, everyone knows you are trying to eradicate Uchihia. Y-"

"No," He wanted to say something but Jojo continued talking.

"You may think you are being careful about it but this is too common in business. You will first target their consumer, smear their reputation, win consumers' hearts, try to break their supply chain and buy their business when they lose. What happens to them? if they have savings then they may live a good life if not they will have to live on the road."

"You are doing the same, spreading hate for Uchiha, if one Uchiha does anything particularly bad it will spread around the village till evening. The Uchiha themselves are social idiots which just makes it easy. You moved them to the outskirts of the village like they have contracted plague. You don't allow them to participate in decision-making meetings." he looked again to see disbelieve in Third Hokage.

"What? do you think we can't see? If Uchiha were even a bit intelligent Diamyo would have used them but they act more like a weapon than a person. Don't underestimate the nobles, they are more disgusting than you." Jojo could still see disbelieve in his eyes. 'The strongest Hokage' couldn't say anything.

"Now, are you going to say you don't know about the death of Hanzo?" he said in satire. The third Hokage now had his eyes wide open. (It isn't that nobody knows but Konoha doesn't because Danzo hid it. After all, he provoked a strong enemy and didn't want others to know it. Businessmen will know for sure after all that have employees everywhere and Hanzo's death and their new leader 'the god' was known to the entire Hidden Rain village.)

"Because of you, we had a huge loss in The Land of Rain. The Akatsuki were fighting for peace and helped the people of Rain village but you decided to eliminate them thinking they would become your enemy. I heard that your and Hanzo's combined assault killed almost all of their members and their leader. Later, Hanzo was killed by a new leader who had become crazy after his friend's death. Your Anbu also suffered heavy loss."

"Now, our products are banned. They don't allow outsiders to enter. Tsk, I heard that my grandfather was very angry but my father managed to calm him. I liked the Akatsuki but now," he shook his head.

"The previous leader was an idiot too. He thought cruel Hanzo wanted peace and prosperity. What was their name again? Yes, Yahiko, Konan and there was an Uzumaki too. His name was Nagato." The third Hokage was now trembling. How could he forget these names? They were the disciples of Jiraya. He didn't feel Jojo was lying because these things could be verified and he wouldn't gain anything from lying.

They also had another source of intelligence they ninjas didn't have. Their widespread employee and the civilians. So, it was common for the ninjas to miss some intelligence which the businessmen may not have. On the other hand, ninjas can obtain more information from the same intelligence than businessmen.

When he met Jojo's grandfather during the treaty last time he didn't even talk with him. He thought he might be busy since he was selected as the main host.

Jojo, seeing the lost look on Third Hokage's face, knew his work was complete. He took a look at the village and returned without looking back. The third Hokage looked at his back in a daze. He turned and continued to look at the prosperous village filled with laughter.

Jojo knew that with the kind grandfather persona, Third Hikage would meet him. He just didn't know when and where. So, he thought of making it as soon as possible. So, he had already thought about it before coming to Konoha. He became close to Naruto and told Naruto's identity to his grandmother on purpose. He made himself mysterious in front of Hokage's eyes but trustworthy and helpful at the same time. He knew that Hokage would look closely at him because of his actions and family background. He then went to the Hokage Rock to try his luck as they would be alone there.

But, he didn't know that Third Hokage just had to face two headaches and one cancer. He also wanted to calm down by looking at the village. The peaceful village always gives him satisfaction and motivation to work hard.

After Jojo saw Third Hokage, he began to break him. He knew that the Third Hokage was weakest now. His son and daughter-in-law died leaving him a grandchild. It hasn't been long since the Nine tail attack and the death of his wife. His younger son has gone to become a Daimyo guard. He had to battle Cloud until three years ago. The Uchiha and Danzo are still making trouble. The village has barely started to get on track. He has to work as Hokage from day to night.

Jojo slowly started by reminding his ideal. He used Cloud as a comparison and indeed today's Cloud Village is the best Ninja village. He then compared his past self with his present self which reminded him of his many mistakes. He talked about unity and comradery to remind him about Danzo's multiple attacks on him and Orochimaru's betrayal. He then talked about Uchihia which is his current pain as he doesn't know how to deal with them. His three friends want to eradicate them but he alone is fighting against them. His friends don't want to see Uchiha anywhere.

This the his most serious weakness as Hokage. He isn't strong enough. He listens to his friends. If he feels their suggestion is bad then he will not apply it and also not work against it. This has caused the current standstill between the Uchiha and the village. The Uchiha themselves are also a problem. They are still shouting about being No one clan in the world and their glory during warring states.

He told him about Hanzo to let him know how much information Danzo hides from him. Third Hokage trusts Danzo too much. He remembers Danzo's contribution and forgives him. The roots are more efficient than Anbu and Danzo also has power over Anbu so he is given the responsibility of collecting intelligence. Roots have done an excellent job during the war so Hiruzen trusts Danzo too much. If there wasn't Danzo and Roots Konoha wouldn't have become victorious in three wars. So, he thinks Danzo is a necessary evil that keeps the village safe.

For him, the village is of foremost priority. That's why he wanted to sacrifice Hiashi in the Hyuga incident. Because Konoha couldn't handle war after the Nine tail attack. He believes in the will of fire but his inaction and inflexibility create more problems. After Jojo told him about Yahiko, it reminded him of another death because of Danzo and his inaction like what happened with Sakumo.

Jojo has three main reasons for breaking the heart of the old man. First, this will divide Danzo and Hiruzen. Second, he will feel more close to Jojo and may trust him more. Because he has been observing Jojo as an outsider till now. He felt that Jojo was like his father who would leave Konoha eventually. He will also think twice before doing anything regarding Uchiha and Danzo now.
