Some of their faces were known to the world and using the disguise skills or techniques was of no use, so some of them were using the 'Skins' that their developer had created to avoidavoid detection from the surveillance devices.

The skins were special artifacts that practically changed the perception others could make of the individual wearing it.
It wasn't just some physical body suit or a mask but, something that was made with a very high quality materials that were nearly impossible to get leagally.
