As it turned out, Rise offered something that the Director would not easily refuse. A chip detailing some of his collections, in other words, a collection of dirt that could be used against them if it got out.
Rise wasn't one to sell this trash either; for him, it was just a hobby. He often got bored, and he only did this to entertain himself. The dirt varies, from mistresses to corruption and a lot of things that could change the administration of the Union.
Before he knew Kamille, Rise never had a goal in his life. He only had himself, and thus, he was never scared of any retaliation. Worst, he would die. And that was if they could.
He also never actively seeks out this dirt either. Only when he was bored or some coincidences, he become a witness unintentionally.
